What this status means? Application published or not? It ready for store or it need a some kind of validation?

Dmitry,

Expand the entry and you should see "published" as well. When in the current status, you may update the meta content of your entry (textual data, not binary).

No "Published" sign only "Meta Only Submission Started"

Strange things happens with the validation process. After my application has been validated i receive an email from "iadp-validation@intel.com" - "your application is not validated, hurry up, resubmit your application etc.". On the dashboard status of my application is "published". Please, anybody explain me what happens?

Yes, it means that your app has failed the updated validation methods. Now that Intel has a beta of the App Store to use as a validation tool, some MSI installation problems have been discovered. See the PDF that came with the email you are referring to, and see my post that may help as well:
